A short time before the scheduled release of this striking commemorative sheet in March 1994, it was discovered that Ben Pickett was erroneously pictured in place of the legendary Bill Pickett, the first African-American cowboy to be inducted into the National Rodeo Hall of Fame. The Post Office Department hastily withdrew all sheets from circulation, but 183 had already been sold before the official first day of issue - some of which later brought up to $15,000! To diffuse the uproar, a lottery sale of 150,000 sheets was announced for single orders postmarked on October 1, 1994.
